Wiley A. Graham is a member of the Coordinator & Director Services Team at Grand River Solutions. He is an experienced civil rights investigator and higher education compliance professional who partners with institutions to navigate complex regulatory environments, resolve sensitive matters, and strengthen systems that promote equity, accountability, and institutional integrity. His work is grounded in delivering clear, defensible outcomes while helping clients mitigate risk and operationalize sustainable compliance practices.
In his role, Wiley supports colleges and universities in responding to reports of discrimination, harassment, retaliation, and sexual misconduct. He serves in interim Title IX and equity leadership capacities across Title IX, Title VI, Title VII, ADA/Section 504, and VAWA, and provides strategic guidance to institutional leadership on compliance obligations, risk mitigation, and equitable resolution of high-impact matters. His work includes conducting jurisdictional assessments, facilitating informal resolutions, supporting hearing processes, and developing policies and procedures that align with evolving federal and state regulations.
Prior to this role, Wiley served as an Associate Civil Rights Investigator with D. Stafford & Associates where he conducted impartial investigations and supported institutional clients in resolving complex civil rights matters. He also contributed to institutional campus climate assessments, analyzing stakeholder feedback and identifying patterns to inform strategic recommendations that strengthen equity and inclusion efforts.
Wiley brings executive-level experience from his tenure as Director of Equal Opportunity at Trinity University, where he led enterprise-wide EEO compliance initiatives, managed investigations, and advised leadership on inclusive workplace practices and regulatory compliance. He previously served as Title IX Coordinator and Executive Director of Compliance at Texas Southern University, overseeing a broad compliance portfolio that included Title IX, enterprise risk management, and campus safety functions. In these roles, he partnered closely with senior leadership to align compliance programs with institutional priorities while enhancing accountability, reporting, and operational effectiveness.
Earlier in his career, Wiley held system-level compliance roles with the University of Houston System, where he led Clery Act compliance across multiple campuses and developed reporting, training, and coordination processes that improved institutional readiness and regulatory alignment. He began his higher education career as Deputy Title IX Coordinator & Investigator at University of Texas at San Antonio, conducting investigations and supporting institutional response efforts.
Wiley’s background also includes federal Title VII investigations and legal experience in civil litigation and mediation, providing a strong foundation in evidence evaluation, investigative interviewing, and dispute resolution. Through his work, he is recognized for producing high-quality investigative reports, translating complex regulatory requirements into actionable guidance, and supporting institutions in making informed, equitable decisions.
Wiley holds a Juris Doctor from the University of Detroit Mercy School of Law and a Bachelor of Science in Management from Michigan State University. He maintains advanced training in Title IX, Clery Act compliance, and civil rights investigations, and remains actively engaged in professional development to support evolving regulatory expectations.
