Investigation, Hearing, & Appeal Services
Katon Dalton is part of the Investigation, Hearing & Appeal Services Team for Grand River Solutions. In his current role, he serves as an Investigator, Hearing Officer, and Appeal Officer.
Katon joined the Grand River Solutions team with over 10 years of experience through service in multiple compliance leadership roles, including Interim Executive Director of Equity Programs & Compliance and Senior Deputy Title IX Coordinator and DHR Administrator at his previous institution in the California State University system. In these roles, he managed intake and resolution of discrimination, harassment, and retaliation complaints and supervised a team of investigators. He also led politically sensitive and novel investigations and provided equity and compliance training.
Katon holds a Juris Doctor from the University of San Francisco School of Law, where he earned the American Bar Association/BNA Award for Excellence in the Study of Labor and Employment Law and a Public Interest Law Certificate. He also earned his Bachelor of Arts and Master of Arts in International Relations from San Francisco State University.
Outside of work, Katon dances Argentine tango. He values tango for the lessons it imparts about presence, listening, and building trust through subtle nonverbal communication. Much like in his professional capacity, tango requires balancing structure with flexibility, reading cues with sensitivity, and fostering connection while respecting boundaries. Katon finds that the patience, focus, and empathy cultivated on the dance floor mirror the qualities he brings to his professional practice.
