Jessica Brown is a member of the Coordinator & Director Services Team at Grand River Solutions. Jessica serves in a Quality Assurance role and as the Request for Proposal Coordinator. Jessica has previously provided services as a civil rights investigator, hearing officer, training facilitator, and Title IX coordinator with Grand River Solutions.  

With over a decade of combined experience in the legal and higher education fields, Jessica has previously served as a Senior Systemwide Director for Civil Rights with the California State University Chancellor’s Office, Civil Rights Investigator at Baylor University, and Director of Educational Equity and Title IX & Section 504 Coordinator at Lafayette College. Jessica began her career as a judicial law clerk in Pennsylvania and later worked as a criminal defense attorney.  

Jessica has worked with both public and private institutions across the country where she has helped lead policy development, education efforts, and managed harassment and discrimination grievance processes from intake and investigation through resolution. 

Jessica earned her Bachelor of Music from Florida Southern College and her J.D. from Penn State Law. She currently lives in Ashland, Oregon.
