On Thursday April 3 the U.S. Department of Education announced that it will make efforts to “streamline” and “rightsize” higher education’s Title IV regulations, starting with holding public hearings and establishing committees for negotiated rulemaking. The Department specifically requested feedback on “Public Service Loan Forgiveness (PSLF), Pay As You Earn (PAYE), Income Contingent Repayment (ICR),” but other Title IV topics may be raised.

An in-person hearing will be held on April 29 and then a virtual hearing will be held on May 1. The Department will also accept written comments submitted through regulations.gov. The comments will be accepted for thirty days after the official publication of the notice in the Federal Register; an unofficial version is currently posted here but as of April 4 has not been published in the Federal Register.
