Chief Patrick W. Rascoe is a Client Relations Consultant at Grand River Solutions. With over 30 years of experience, including his ongoing role as Chief of Police at a State University in New York, Chief Rascoe is an expert in campus safety and the practical application of state and federal regulatory compliance.
As the Chief of Police, Chief Rascoe oversees all aspects of the University Police Department, emergency management, and campus safety. He is responsible for developing and administering community policing initiatives, ensuring high-quality service, and coordinating with campus leadership on vital projects and campus safety infrastructure. Chief Rascoe also plays a critical role in Clery Act compliance, coordinating campus reporting, and serving as a liaison with the Commissioner’s Office.
In addition to his current role, Chief Rascoe serves as the President of the NYS University Chiefs of Police Association. In this capacity, he leads efforts to standardize best practices across university police departments, advocates for policy development to enhance campus safety, and fosters collaboration among university police chiefs. Chief Rascoe is also dedicated to mentoring emerging leaders in law enforcement and ensuring that the next generation is well-prepared to meet the evolving challenges of campus security.
Before his tenure at SUNY Plattsburgh, Chief Rascoe held several key positions with the Plattsburgh Police Department including patrol officer, detective, and lieutenant. As Detective Lieutenant, he managed the daily operations of the Major Crimes, Crime Scene, Narcotics, and Youth Divisions. His work included studying crime patterns, developing enforcement strategies, and implementing technological advancements to improve successful outcomes, officer safety, and departmental efficiency. Chief Rascoe also served as an Administrative Lieutenant where he formed, led, and trained the department’s first Tactical Response Team, oversaw mobile computing technology implementation, and managed significant municipal infrastructure projects.
Chief Rascoe’s career has been marked by a commitment to collaboration, process improvement, and operational excellence, making him a highly effective leader in both campus and municipal law enforcement. He holds a Bachelor of Technology in Plant Science from the State University of New York at Cobleskill and an Associate of Science in Math and Science from Clinton Community College. His deep experience and dedication to public safety make him an invaluable asset to the Grand River Solutions team.
