Odelia Levy, J.D., is in Title IX Coordinator & EEO Director Services at Grand River Solutions. Odelia has extensive experience in education law, Title IX and EEO investigations, employment law, policy implementation, informal resolutions, and implementing DEI best practices. She has over 15 years of experience in education administration and compliance, working with faculty, staff, and students in both the K-12 as well as higher education realms.
Prior to joining Grand River Solutions, Odelia served as the Borough of Manhattan Community College’s Chief Diversity Officer, Title IX Coordinator, and Special Advisor to the President. In this role, overseeing the Office of Compliance and Diversity, she provided counsel and leadership on compliance matters in the EEO, Title IX, and affirmative action realm. Odelia oversaw the investigation of all reported violations of the EEO, Title IX, and accommodations policies. Odelia managed compliance obligations under Federal, State, and City laws, including Title IX, Title VI, Title VII, the ADA, Section 504 of the Rehabilitation Act of 1973, VAWA and FERPA. In addition, she managed all external EEO and Title IX audits on the federal, state and city levels. Odelia oversaw compliance regarding recruitment and hiring, developed and implemented campus-wide trainings on Title IX and EEO best practices, prepared annual Affirmative Action Plans, drafted college policies and procedures, and co-chaired the inaugural Race Equity and Inclusion Committee. She served as a direct liaison with internal college stakeholders and advised leadership and managers on best practices. Odelia served on the City University of New York (CUNY) working groups for the Central Office to develop new policies and CUNY-wide compliance reforms for all 25 campuses.
Before her work in higher education, Odelia oversaw compliance and diversity management for the largest school district in the country at the New York City Department of Education. In that role, overseeing the Office of Equal Opportunity and Diversity Management, she managed internal civil rights investigations (EEO and Title IX), oversaw MWBE procurement, developed and implemented best practice trainings, and advised on policy compliance and risk management. Odelia served as legal counsel on EEO matters, developed and implemented a training program for investigators, and drafted internal policies.
Prior to that, she worked in the private sector as compliance counsel for large employers at management-side employment law firms. She provided advice and counsel regarding employment, EEO, sexual harassment, compliance, best practices, and litigation avoidance. She conducted internal investigations, provided trainings on equity and sexual harassment best practices, investigated discrimination claims before administrative agencies, defended Department of Labor OFCCP affirmative action plan audits, analyzed liability stemming from statistical indicators of discrimination, and developed diversity strategies.
Odelia received her Juris Doctorate from Brooklyn Law School and her Bachelor of Arts in Politics from Brandeis University. She is admitted to practice in New York.
