With a background that includes serving as the Associate Vice President for Civil Rights and Title IX Coordinator at Louisiana State University, Joshua has worked across multiple institutions to ensure compliance with federal regulations. At LSU, Joshua oversaw Title IX compliance for the entire university system, managing a team responsible for intake, investigations, hearings, appeals, and training. Prior to LSU, Joshua served as the Director of the Office of Institutional Opportunity and Access at the University of Kansas and has also worked in student conduct and Title IX roles at the University of Iowa. Joshua began their career as a prosecutor in Miami-Dade County, eventually focusing on sex crimes, before transitioning into higher education.

Joshua brings a wealth of expertise in legal compliance, investigations, and policy development. With a strong background in prosecuting complex legal cases, Joshua has a deep understanding of sex discrimination, harassment, and violence, which informs his work in Title IX and EEO compliance. Having led teams and presented at national conferences, Joshua is skilled in training and educating diverse stakeholders, building robust compliance frameworks, and fostering supportive campus environments. Joshua is adept at managing complex systems, ensuring that policies and procedures are consistently implemented across multiple campuses, and mitigating institutional risks related to civil rights violations.

Joshua holds a Juris Doctor ( J.D.) from Ohio Northern University (2005), a Specialist in Education (Ed.S.) in Higher Education and Student Affairs from the University of Iowa (2014), and a Bachelor of Arts in Technical Theatre from Wagner College (1999). This diverse educational background has equipped Joshua with both the legal knowledge and the higher education expertise to navigate the intricacies of Title IX and EEO laws while fostering a fair and supportive environment for students, faculty, and staff.
