Joseph Bielevicz

Title IX & Civil Rights Investigator

Joe is a Title IX and Civil Right Investigator at Grand River Solutions. Joe served as an investigator for the student and employee populations at the University of Pittsburgh and Boise State University. At both institutions, he conducted investigations of alleged Title IX violations, retaliation, and discrimination and harassment based on a protected class. Joe also has experience investigating and resolving employment issues such as hostile workplace complaints, conflicts of interest, and harassment not tied to protected class status. At Boise State, Joe assisted in developing employee training modules that comply with the 2024 changes to the Title IX rules.

Prior to working in higher education, Joe spent 28 years with the Pittsburgh Bureau of Police. He served as a detective in the Firearms Tracking Unit and the Homicide Squad and spent a number of years assigned to a federal firearm trafficking task force. Joe developed and delivered training to local, state, and federal law enforcement officers. He also testified before Pennsylvania and U.S. House Committees regarding gun trafficking and gun violence.

Joe earned his Master of Studies in Law and a certificate in human resources law from the University of Pittsburgh School of Law and his Bachelor of Arts in social sciences from the University of Pittsburgh.
