Anne Bonner

Title IX & Civil Rights Investigator

Anne Bonner joins Grand River Solutions as a Senior Solutions Specialist with more than two decades of work in higher education, including over nine years in equal opportunity at the University of Oregon and Oregon State University. In her previous roles, Anne conducted Title IX investigations, as well as investigations into allegations of discrimination, harassment, bullying and retaliation, involving students, staff, statewide extension services, volunteers and contractors. Anne also managed the reasonable accommodation process for employees. Anne led regular trainings for faculty, staff and students on Title IX, civil rights and the ADA; she also has a background in policy drafting and development, is an experienced mediator and conflict coach, as well as a Certified Presence-Based® Coach. Anne has higher education experience working in the University of Iowa’s Office of the Vice President for Research, The Graduate College, and Athletics.

Prior to her work in equal opportunity, Anne spent five years as a Senior Law Clerk in Montana’s Eighth Judicial District Court, where she conducted extensive legal research and drafted myriad judicial opinions and orders on complex legal matters. In this position and in collaboration with a senior judge, Anne reviewed administrative agency decisions, appeals from Municipal and Justice Courts of record, as well as appeals regarding ineffective assistance of counsel. She also conducted settlement conferences, served as a court-appointed mediator for family mediation cases and was a member of Treatment Court.

Anne has experience as a Legislative Assistant in the US House of Representatives, and she worked in the University of Iowa’s Clinical Law Program representing clients in cases involving immigration, child trafficking and medicare distributions to unhoused, neurodiverse populations.

Anne received her J.D. with Special Honors and Distinction, her M.A. in International Development, and her B.A. in South Asian Languages and Literature from the University of Iowa.
